Selects the planner that orders the steps of every mission graph, plus its
config. Mirrors MonitorConfig: type names a CuPlanner implementation.
Copper ships cu29::planner::Linearity (the default when this section is
absent) and cu29::planner::Pinned; any other type is an out-of-tree
planner resolved at build time by cu29::planner::emit_plan in the
application’s build.rs.

out-of-tree planner resolved the plan. Takes precedence over type.
